Comments:
A duplicate of 2279, testing the effect of LH smoothing. It seems the poloidal diffusion
equation is hard wired and this is the means to control the spreading of the profile in TRANSP. The diffusion
equation usually spreads the current 'more than 4/20 zones' so this seems reasonable. This is another reason
why an improved LH module is needed.
