Comments:

This is a duplicate of 2316, but with the ICRF moved even farther off axis. This doesn't really change the temperature gradient situation, but increases the ion temperature and raises the bootstrap fraction. Max fbs=60%, avg=48%. For more information about the run see the input namelist.
