* Duplicate of 2320 w smoothing changes and NCLASS r/a=0.21*

Comments:

This is a duplicate of 2320 increasing the LH smoothing and decreasing the bootstrap smoothing. The important feature of this run is that it moves the NCLASS transition radius out to r/a=0.21. This lowers the on axis bootstrap and things are starting to look good. Max fbs=58%, avg=47%. For more information about the run see the input namelist.
